Council formally adopts plans to reinvest in State Street and 9-Line communities

After four years of planning, Salt Lake City officially has two new Community Reinvestment Areas that could reshape their respective neighborhoods. On Tuesday, October 2 the Salt Lake City Council unanimously adopted the State Street and 9 Line Community Reinvestment Area (CRA) Plans which allow the city to leverage property taxes to encourage new development.
Council member’s debated pushing the vote for the State Street CRA ordinance to the following week after comments by Dave Iltis of Cycling Utah, noted the CRA’s lack of concrete plans for a bike lane on State Street.
Council members Derek Kitchen and Chris Wharton suggested the council delay the vote to allow for staff to further clarify how the State Street CRA would relate to bike lane infrastructure. Council Chair Erin Mendenhall noted that State Street is a state-owned road under the jurisdiction of UDOT.
Mendenhall also cited the city’s Complete Streets Ordinance and the Life on State Street Implementation Plan that according to the city, seeks to make the State Street Corridor “a model for sustainable street design, urban design and planning.” The Life on State Street plan has yet to be formally adopted and includes UDOT as a planning partner. Under the plan officials are exploring both car and bike lane configurations on State Street from the State Capitol to South Salt Lake.
“I do have some confidence in our Complete Streets Ordinance,” said Mendenhall. “That’s not going anywhere if anything I think that it will be strengthened.”
The 9 Line project area encompasses most of the immediate blocks surrounding 900 South, the 9 Line Trail and 900 West and in the Poplar Grove and Glendale Neighborhoods.
The State Street project area encompasses most of the Ballpark Neighborhood and includes the majority of the immediate blocks surrounding State Street, the TRAX Line and 300 West from portions of downtown and the Central Ninth Neighborhood to 2100 South.
Under the CRA, or project area, designation, the city sets objectives and strategies for the area’s development and authorizes the use of Tax Increment Financing (TIF). With TIFs, the city freezes the amount of property tax collected for property owners within the TIF district to encourage development in an area. As development grows and property values increase, the property owners still pay the same amount in property taxes to the city with the remaining funds going back into the CRA to fund additional improvements to the area.
In both the new CRAs, residents have lower median incomes and higher rates of poverty than the city as a whole. The median income for residents in the State Street Project Area is $22,881 compared to the city-wide median income of $47,243. The poverty rate for families in the State Street Project Area at 30.3 percent is more than double the citywide rate of 13.9 percent.
In the 9 Line project area, the incomes are lower but the households are larger than in other parts of the city. The average household size in the area is 3.31 persons compared to the city average of 2.47 while the area’s median income is $39,420.
The 9 Line CRA uses the goals established under the city’s Westside and 9 Line Corridor Master Plans as the framework for future growth in the neighborhood. In addition to the use of TIFs, the 9 Line CRA plan calls for several land use changes that will encourage mixed-use development and commercial revitalization around designated activity nodes while enhancing lower-density residential neighborhoods and improving connectivity between the westside the rest of Salt Lake City. Additionally, the plan seeks to highlight the area’s outdoor amenities that include the Jordan River Trail, the 9 Line Trail and several parks.
Despite the plans to increase density, the 9 Line CRA only calls for higher density mixed-use projects to be developed at targeted nodes identified in the Westside Master Plan. The activity nodes identified for growth and development include 900 West at 400 South, 900 West at 700 South, 900 West at 800 South, 900 West at California Avenue, 900 West at 900 South, 900 South at the Jordan River, Indiana Avenue at Navajo Street/Pueblo Street, Redwood Road at Indiana Avenue and Redwood Road at 900 South.
While the 9 Line CRA focuses on preserving residential neighborhoods while activating key development nodes, under the State Street CRA the city hopes increase density in the Ballpark neighborhood by encouraging the development of vacant and under-utilized land. Unlike the 9 Line Corridor that is dominated by single-family residential communities, over half of the land in the State Street CRA is used for commercial purposes and has zoning that allows for higher density and mixed-use developments. The TRAX line also provides an opportunity for higher density transit-oriented developments in the area.
Now that the city has adopted both CRAs, RDA staff are actively negotiating interlocal agreements with area property holders. Council members also requested that RDA staff further explore ways to effectuate the Complete Streets Ordinance with future TIF-fianced improvements to the neighborhoods.
