Revived 100% affordable project on North Temple getting closer to construction

by | Nov 21, 2024

Signaling a major step to finally breaking ground, local developers 22 Communities have lined up their financing and submitted construction documents to the city for an 100% affordable project at 1881 W North Temple.

In a story we’ve been covering since 2021, permit-ready documents for the first phase of a two-building plan have recently surfaced at City Hall for administrative review.

A LIHTC project that is also taking advantage of the state of Utah’s private activity bond borrowing program, as well as other state and city funds, it was originally called The Catherine and has been renamed The Collaborative. It sits near I-215, the SLC International Airport, and across the street from the TRAX Green Line Station at 1950 W.

Through thick and thin, including a change in ownership and design, the original vision of providing hundreds of affordable units has remained intact.

The Collaborative’s first phase, at last count, will provide 228 dwellings, all offered to people making 60% AMI or less.

Floorplans offer a mix of units–the majority studios and one bedrooms, but also a significant number of two bedroom and three bedroom homes. The developer’s pro-forma also includes 18 ADA compliant apartments included in the two buildings.

Ground-floor uses include a lobby, parcel room, leasing office, and bicycle room.

Also included in floorplans is nearly 2000 sf of “rentable retail” space on both the first and second levels. How that space interacts with the street is unclear from plans.

Development along the North Temple transit corridor has so far been unsuccessful in producing the mixed-use, walkable environment envisioned in its planning document, prompting the city to recently enhance its requirements for ground-floor activation.
