Developer plans new 10-story apartment building in Poplar Grove

by | Dec 25, 2024

A local developer is hoping to build a 10-story tall apartment building in the far southeast corner of the Poplar Grove neighborhood bordering on Glendale and Interstate 15.

The project, called the West End and located at 730 West 900 South, would be a multifamily residential building that consists of 252 total housing units and part of a phased mixed-use development.

The housing units would include micro units and studios, as well as units with one, two and three bedrooms, according to planning materials sent to the city earlier this week.

The project also includes a three-story parking structure with 178 stalls located north of the apartment building.

Currently the area is zoned for Residential Mixed Use (R-MU), which allows for buildings up to seven stories tall.

The architecture firm behind the project, Helix Architecture + Design, which has offices in Kansas City and Denver, submitted a request for design review to allow for the three additional stories. The project is being developed by High Boy Ventures, which has completed office, retail and multifamily projects in the Granary District and Liberty Wells.

The building in Poplar Grove would have ground floor units and a public courtyard between two existing commercial buildings, both of which would remain intact as part of the design plans.

Plans call for the front of the apartment building to be along 900 South with another entrance along 700 West. Its parking structure would be located toward the north, with its entrance located along Genesee Avenue.

If approved, the project would be among the taller buildings, if not the tallest, in the area. Tall apartment buildings largely aren’t found on the west side of Interstate 15, aside from small mid-rise projects near the North Temple corridor.

A number of apartment buildings located on the west side of I-15 are found along North Temple, but even those structures are all between four and six stories tall. Plans for the West End are far away from North Temple, as it’s located in the southeast corner of Poplar Grove near the border of the Glendale neighborhood.

The West End would also be taller than other proposed apartments nearby on the other side of the interstate. The Silos, an 8.5-acre project located just to the west of the Post District, would have 85-foot apartment buildings — which is still shorter than the current plans at the West End.

The West End development would be built just north of the 9-Line trail and just feet away from the 9-Line Bike Park to the east. To the west, the development would be a few blocks away from the Jordan River and the river parkway trail. The development would also be less than half a mile away from a Smith’s grocery store at 828 S. 900 West and from Jordan Park to the southwest. The buildings immediately surrounding the West End are largely single-family homes or commercial space.

It’s not clear when the project will be reviewed by the city or when the plans could be presented to the Salt Lake City Planning Commission.
