The latest round of apartment buildings along 300 North on the edge of Fairpark were pitched to Salt Lake City officials in recent weeks, as developers recently submitted plans for the fourth phase of the Citizens West apartments.
Citizens West 4, located at 515 W. 300 North, would add 52 units to the area, according to plans submitted to Salt Lake City. As its name suggests, it’s the fourth phase to be built as part of the cluster of Citizens West developments, and it would be found on the southwest corner of 300 North and 500 West. The apartments are at the very eastern edge of the Fairpark neighborhood near the western edge of Capitol Hill and Marmalade.
The first phase of the project is done and is already accepting tenants. According to documents submitted to the city, Citizens West 1, “serves as home to 80 diverse households that span income, family size and background.” Construction is ongoing on the second and third phases.
For Citizens West 4, the building would include 50 units of, “multi-tiered affordable housing with direct set asides provided for homeless, refugee, and physically disabled households,” according to an executive summary submitted to the city. Half of the building would include family-sized units of either three-bedroom or four-bedroom apartments.
Two additional units would be market-rate units described as spaces that, “provide flexible spaces for residents to work from home if desired.”
Renderings show these two units would be on the ground floor with street-facing doors and space for businesses. However, these same units would also have living space included.

Citizens West 4 submitted a review to be a Transit Station Area (TSA) development given its close proximity to public transit. Just to the southeast lies the North Temple Frontrunner stop, as well as the North Temple Bridge/Guadalupe TRAX stop along the Green Line. The building would also be adjacent to the 300 North pedestrian bridge, which was finished in 2023.
Because of its proximity to transit, the development would only be required to have 25 parking stalls, and plans show it would have 26 stalls total.
Included in this construction is the new space for KRCL Radio, which plans show will be located between Citizens West 4 to the north and Citizens West 2 and 3 to the south. Much of Citizens West 4 would be built on the former KRCL building site.
Last March, the proposed addition to Citizens West received $400,000 from Salt Lake City’s Redevelopment Agency Board (now called the Community Reinvestment Agency) for affordable housing. The funding was part of a $17.7 million sum that Salt Lake City doled out for affordable units, which the city said was a record amount.
