Cowboy Partners looks to build mixed-use project in Olympus Cove

by | May 14, 2026

The development firm Cowboy Partners is looking for approval of a mixed-use project on a site in Millcreek’s lower Olympus Cove along Wasatch Boulevard.

The developer filed an application for a development agreement and rezone on a 2-acre parcel at 3962 S. Wasatch Blvd.

The company is calling the 74-unit project Liberty Cove, and the mix of studios, one- and two-bedroom apartments would average 817 square feet total.

The project would also include 3,000 square feet of retail and 4,000 square feet of office space, in addition to non-public amenities.

The project shows a 6,800-square-foot section of the development marked as “Cowboy Offices,” suggesting that the developer is planning to use the site for its own office space.

The residential units would be built above two levels of underground parking.

Unit breakdown

  • Studio: 6 units
  • One bedroom: 46 units
  • Two bedroom: 22 units
  • Total: 74 units

The centerpiece of the ground-floor design is a 10,200-square-foot public plaza flanked by a cobblestone event space flexible enough for food trucks or a farmers market, and a village green. Plans also show a dedicated food truck hall along one edge of the site.

The project would include a total of 203 parking spaces, while staff proposed 220 total spaces.

The site itself has been in the works for decades before recently bearing fruit, primarily in the form of a Porsche dealership that relocated out from south Downtown Salt Lake City to the adjacent parcel to this development in Millcreek.

Cowboy Partners has held multiple public meetings related to the project in recent years.

The city’s Planning Commission will provide a recommendation on the project before it moves to the City Council for final action.
