Rimrock Construction beset by subcontractors claiming they haven’t been paid

by | Jun 5, 2025

Over the last 12 months a well-known general contractor along the Wasatch Front has been experiencing a bevy of lawsuits from subcontractors who are claiming they haven’t been paid for work completed.

Rimrock Construction, a Draper-based firm enjoying its third decade in business, is being hit with a flurry of legal complaints in Salt Lake County District Court in a pattern that began in May 2024.

Since then, eight lawsuits for breach of contract have been filed against the construction company, claiming a total of $2.1 million in unpaid principal.

Two other complaints over the last year are trying to collect an additional $1.3 million for defective construction work from Rimrock.

Those claims of faulty construction are being made by the owners of North Temple Flats at 1999 N. Temple in Salt Lake City, and Metro at Fireclay at 4358 S. Main St. in Murray.

Among the projects that Rimrock managed that are named in the breach of contract complaints include the TwentyOnes on Salt Lake City’s east bench, the Alta Vue LIHTC project in the Euclid neighborhood, Decker Station Apartments in West Valley City, and Lotus Marq in Davis County.

Rimrock’s CEO, Scott Miner, asked why there’s a rash of suits against the company, told us in an email, “Occasionally there are challenges with delays, quality issues, owner payment and performance. When these occur, we work in good faith to address them. While most issues are resolved collaboratively, a small number may lead to litigation. In those cases, we remain committed to finding a fair and constructive resolution.”

In January 2025 Rimrock was on the other side of a civil case claiming unpaid bills, suing Cottonwood Residential for $3.1 million for work on the Cottonwood Broadway in east Downtown Salt Lake City. That case was settled in February, a Rimrock representative told us.
