East Central apartment project seeks upzone along 400 South

The owners of a five-parcel, .78-acre assemblage that fronts the 400 South transit corridor at 800 East has applied for an upzone for three of their parcels that will allow development of a four-story, 84-unit building in the East Central neighborhood.

At 370 S 800 E, the parcels closest to 400 South are currently zoned TSA-UN-T (Transit Station Area – Urban Neighborhood – Transition), but the owners’ three parcels to the north sit on RMF-35 (Residential Multi-Family).

RMF-35 zoning, despite its recent liberalization, will continue to inhibit investment in additional dwelling units on the site, according to the applicant.

RMF-35 is limited to 35 feet in height, and allows less density and height (50 feet) than TSA-UN-T. 

The 900 East TRAX Red Line station is mere steps away. 

The San Diego-based owners claim in their pre-submittal documents that “Approval of this zone change would allow for the addition of approximately 12 residential units (studios, 1bed, 2bed, and 3bed) beyond what is currently permitted under RMF-35.“

Besides the old pizza hut one-story commercial building fronting 400 South, the project will demolish three residential structures, two single-family houses and a fourplex: 346 S 800 E, built in 1906; 350 S 800 E, dating from 1901, and 354 S 800 E, built in 1921.

“The buildings on-site are not historically significant, and offer limited contribution to the surrounding urban fabric or pedestrian experience,” asserts the application.

As to the pedestrian experience, the proposed building’s ground-floor along 400 South will offer three live-work lofts, a parking ramp entrance, and a small retail space (approx. 650 SF) at the building’s southwest corner. The retail space is located not on the corner with 800 East, but unceremoniously next to the parking access on 400 South.

Amenities include parking (nearly 1 stall per unit), a bike storage room, and a 2nd-floor roof deck and club house. 

Dwellings on offer will be a mix of studios (497 SF), one-bedroom (689-764 SF), two-bedroom (1025 SF), and three-bedroom (1469 SF) flats. The live-work units at street level are designed as lofts. 

The project’s 82 parking stalls will be located under the building (68 stalls) and on the first level (13 spaces). 

The proposed structure is designed by Elliott Workgroup, based in Park City.
